The Silver Beaver award was introduced in 1931 as a means of recognizing Scouters who provided distinguished service to youth on the local level. The award is made by the National Council, upon the recommendation of the Local Council. The first Silver Beaver awards were issued on a blue / white / blue pocket ribbon. Due to the heavy weight of the medallion, it was switched over to a neck ribbon in mid 1932. Initially the Silver Beaver award was only presented to men, with the Silver Fawn being a similar award for deserving women. The requirement were changed in 1974 to allow the Silver Beaver to be presented to both outstanding male and female Scouters. |
